GLENWOOD, Ark, (AP) — A southwest Arkansas mayor has been charged with felony theft and abuse of office. Attorney General Leslie Rutledge says Glenwood Mayor Billy T. Smith allegedly used about $4,000 in leftover asphalt millings from a highway resurfacing project to resurface his and his son-in-law’s private driveways. Glenwood is about 75 miles southwest of Little Rock. Rutledge says Smith surrendered Friday to state authorities at the Pike County jail. Jail records do not list an attorney who could speak on his behalf and a phone call to his office rang unanswered on Saturday.
